Goa has moved bookings online: the Goa Tourism Development Corporation (GTDC) and Goa Forest Development Corporation run an official Dudhsagar booking portal, and you report at the DTOA counter at Collem with photo ID.

The reasons are practical, not bureaucratic. It is an active line with narrow tunnels and a viaduct where there is nowhere to step aside from an oncoming train, and there have been drownings and people going missing over the years. Please do not attempt it, and be wary of any operator who offers a “track trek.” The lawful choices are the jeep safari in the dry season or the train view in the monsoon.
